Hypothetical example: an accountant in Waterloo, Quebec holds a Canadian professional accounting designation and a bachelor’s degree in business administration, and a U.S. firm wants her for a finance role. Two records are on the table and they do not necessarily answer the same question. The professional list sets out an entry for Accountant with its own qualification rule, and other entries such as Management Consultant carry different rules again. Deciding which listing the engagement belongs to, and which instrument satisfies that listing, is the whole preparation problem. The practical decision is whether the proposed work can be described truthfully before travel is planned. TN is for a temporary professional engagement under the USMCA list; it does not turn an independently controlled venture into employer-directed work. Canadian citizens commonly request admission at inspection or may use an employer-filed petition, while a Mexican citizen normally needs a visa. Keep the assignment, payer, supervisor, and end point consistent across the file. Record the proposed start, end, and reporting arrangement in one dated summary so that travel planning follows the professional analysis rather than leading it.

Choose the listing from the work, then check its own rule

The listing follows the activity, not the applicant’s most impressive credential. If the engagement is accounting work, the Accountant entry applies and its stated qualification governs. If the engagement is advisory work of a different character, a different entry may apply with a different rule, and some entries accept experience where others do not. Do not select the listing that is easiest to satisfy and then describe the work to match it. Write the engagement description first, take it to the list, and read the entry in full rather than relying on a remembered summary of what accountants need. Make a duty-by-duty comparison before choosing a professional label; an attractive title cannot cure duties that belong to another occupation.

Identify the instrument the entry actually calls for

Once the entry is fixed, the qualification is established by a specific record: a baccalaureate or licenciatura degree, or a state or provincial licence, or in some entries a defined combination of a diploma and years of experience. A professional designation may or may not be the instrument the entry names, and holding one does not remove the need to check. Where the qualifying degree was issued by an institution outside Canada, Mexico or the United States, the regulation requires a reliable foreign-credential evaluation, which is a distinct document from a certified translation and takes its own time to obtain. Ask which original record proves the stated qualification, then obtain that record before relying on a résumé summary.

Confirm the conditions that no credential can supply

Beyond the listing and the instrument, the category requires Canadian or Mexican citizenship, prearranged professional work and temporary entry. A permanent-resident card does not satisfy the citizenship element. The employer may be a U.S. or a foreign entity, but providing services to a U.S. enterprise the applicant solely owns or controls is prohibited self-employment for TN purposes, and naming a supervisor on the organisation chart does not alter that. A Canadian citizen applies at a port of entry or through an employer’s I-129 petition; there is no consular visa stamp step. TD dependants may study but may not work. Separate the commercial relationship from immigration eligibility, particularly when shares, consulting fees, or control rights appear in the arrangement.
