Hypothetical example: a machinist from Waterloo, Quebec has an expired Canadian passport, a valid provincial driving licence and a permanent-resident card belonging to his spouse in the same envelope. Only one of those documents speaks to citizenship, and an expired passport speaks to it imperfectly. Sorting out which record establishes nationality is the first step, because in the treaty and USMCA categories nationality is a threshold condition rather than a formality. The decisive question is nationality, not the length or quality of Canadian permanent residence. Hypothetical example: a precision-optics technician has lived in Canada for decades but has not obtained citizenship; a current citizenship record, rather than the PR card, determines the TN threshold.
Identify the document that evidences nationality
A Canadian citizenship certificate evidences citizenship directly and does not expire in the way a travel document does. A valid passport is normally the practical proof used for travel and admission, and renewing an expired one is usually the simplest course. A provincial driving licence, a health card and a permanent-resident card evidence something else entirely, and none of them establishes nationality. Sort the household’s documents by what each actually proves before making any plan that depends on citizenship, and renew what needs renewing early, since document processing has its own timetable. Put citizenship proof at the front of the file and check its validity.
Understand what permanent residence does and does not do
Permanent residence in Canada is a status, not a nationality. It does not open the USMCA professional category, which is available to Canadian and Mexican citizens, and it does not supply treaty nationality for the investor category. A person holding permanent residence looks either to the citizenship they already hold, which may carry its own options, or to naturalisation, which has its own residency and eligibility requirements administered by Immigration, Refugees and Citizenship Canada and its own processing time. Establish this at the outset, since every other question in the file depends on the answer. Evaluate the role and qualification only after the nationality gate is clear.
Keep the two countries’ questions separate
A household planning a move often has two live questions at once. Whether a permanent resident keeps Canadian status during a long absence is governed by the residency obligation attached to that status, with its own rules about how time outside Canada is counted. Whether anyone may work in the United States is governed by the U.S. category they hold. Answering one does not answer the other, and plans that optimise for a single side are the ones that produce an unwelcome surprise later. Take advice on the residency obligation before an extended absence rather than after it has already accumulated. Choose another lawful option if citizenship evidence cannot meet the category’s condition.
