Compare the instruction against the official page, line by line
Open the official programme page and its FAQ, and read them against whatever has been represented. Check the description of the programme, the stage at which any payment arises, the recipient, and any conditions attached. Where the two differ, the official material governs and the representation is wrong. Where the official material is silent, the correct conclusion is that the point is unresolved, not that it must work the way some other category works. Note the date of reading, because this is a newer framework whose details may be adjusted, and a summary written months ago can be confidently wrong. Keep official material separate from promotional summaries, and date each version because program descriptions can change.
Verify the recipient through the official process, never through a message
Payment details supplied by email or messaging application should never be acted on, regardless of how convincing the accompanying document appears. Confirm through the official channel who is entitled to receive funds at each stage. Treat urgency, a request to hold money in an intermediary’s account, or an offer of expedited handling as reasons to pause rather than to act. Keep the original message with its full sender information, any attachments, and a note of what was said in calls and by whom. A transfer made to the wrong recipient is generally not recoverable, and the correspondence is what any bank or authority will ask to see. Before any transfer, identify the stated legal effect, the receiving government account, refund terms, and the authority for every claimed benefit.
Do not let this framework borrow rules from EB-5
The most damaging error available here is reasoning about a gift as though it were investment capital. EB-5 requires qualifying capital at risk in a new commercial enterprise, the creation of at least ten full-time positions for qualifying U.S. workers, documented lawful source and path of funds, engagement in management or policy formulation, and two years of conditional permanent residence removed by an I-829 petition. A gift to the U.S. government together with a processing fee is a different thing entirely, with no enterprise, no job-creation requirement and no expectation of return. Analyse each on its own published terms. Compare the applicant’s current facts to the requirements of any underlying immigration route rather than assuming a payment resolves eligibility.
