Two separate checks are needed and neither substitutes for the other. First, what the official materials currently state, read on the day rather than remembered, since a newer framework can be adjusted. Second, where the money is supposed to go, established through the official process and never from an intermediary’s message. It is also worth being explicit about what a gift is: it is not a purchase and not an investment, it does not create an interest in anything, and it should not be modelled as capital that might return. Before transferring, establish in writing whether any part is refundable and on what conditions, and record the source of that answer.
A payment described for Gold Card purposes should be separated from legal fees, government filing fees for another category, and ordinary investment funds. The decisive question is who receives the money and under what official authority. Never send funds to a broker merely because an amount resembles a government charge. Hypothetical example: a municipal-water consultant is offered a discounted payment through an intermediary; an official official payment instruction would be needed before treating that cost as genuine.
Document every proposed recipient before any transfer and compare the name against the official instruction, especially where a private entity claims to collect on government’s behalf.
