Not on the strength of a department name. Engineer is a listed profession with its own meaning and its own credential rule, and borrowing it for systems-analysis work invites a comparison the file will lose. Work out which entry the actual activity belongs under, and then satisfy that entry.
Pick the entry the work belongs to
Start from the deliverable rather than the vocabulary. If the person will gather requirements, specify a production-scheduling and cutting-optimisation system, configure it against a mill’s own data, and test and commission it, that is systems analysis, and the Computer Systems Analyst entry is where the answer lives; it is met by a baccalaureate or licenciatura degree, or by a post-secondary diploma or post-secondary certificate together with three years of experience. Engineer exists on the list for engineering practice, and is met by a baccalaureate or licenciatura degree or by a state or provincial licence; an officer who reads that entry will apply what it means rather than what it was hoped to mean. Choosing a listing because the department it reports into sounds adjacent is a habit that produces refusals, and a refusal record then has to be explained in every application that follows.
Hypothetical example: a Roxton Pond analyst who has spent six years on sawmill scheduling and optimisation systems is invited to bring the same platform live for a lumber group in New England, and a consultant suggests presenting the role as engineering because the receiving department is called engineering and the word carries more weight. The better sequence is to write the duty list first, find the entry that describes those duties, and confirm the credential that entry itself requires. Citizenship is a separate element and is proved by a passport or citizenship certificate rather than by a permanent resident card. If the applicant also holds shares in the employing company, disclose that before travel, because TN does not permit providing services to a United States enterprise the applicant owns or controls.
