Yes. The programme operates through existing employment-based first and second preference classifications rather than replacing them, so the requirements of the underlying category continue to apply alongside the processing fee, the vetting and the gift.
Payment does not substitute for eligibility
The framing that circulates informally is that the Gold Card converts money into status, and that framing skips the part that decides most cases. The route runs on top of classifications that already exist and already have criteria, and those criteria are not waived by paying. Whichever preference is being used brings its own evidentiary demands about the applicant's record, and someone who does not meet them does not meet them any better after a transfer has cleared.
Hypothetical example: an applicant near Saint-Joachim-de-Shefford with a long career in a trade assumes the payment is the qualification, and has never examined whether the underlying classification is available to her at all. The order of operations matters here more than in most matters. Establish the classification question first, with someone qualified to answer it, because the processing fee is nonrefundable and paying it does not buy an assessment.
Ordinary grounds of inadmissibility sit alongside this as a separate question, and they can turn on old criminal, immigration or misrepresentation history that a general conversation about money never touches.
