When a permanent-resident card and a citizenship document answer different identity questions

THE SHORT ANSWER

Hypothetical example: A Granby resident assembling a U.S. professional file should identify the citizenship document needed for the route, not simply submit the most recent Canadian identity card. Permanent residence and citizenship serve different purposes in the TN assessment. Use this guide to decide which fact must be proved before money is spent or travel is arranged. A Canadian permanent resident is not a Canadian citizen for a route limited to citizens. Hypothetical example: a speech-language pathologist who is a Canadian permanent resident but not a citizen must separate an appealing plan from the record that actually establishes eligibility. The practical decision is whether the necessary evidence exists now, needs to be obtained, or points to a different route.

Identify citizenship actually held

TN requires Canadian or Mexican citizenship; Canadian permanent residence alone does not establish it. Review the person’s present citizenship and the evidence supporting it. An anticipated grant and an existing citizenship that needs documentation are different situations, so do not treat every incomplete record as proof of the same eligibility result. Start with a one-page fact list: the identity of the person or business, the claimed route, the condition that controls, and the source record. A first review should produce a clear yes, no, or unresolved result for each item. That makes the next decision concrete instead of leaving it to a general impression.

Explain document expiry accurately

Expiry of a Canadian permanent-resident card does not by itself end Canadian permanent-resident status, according to IRCC. That distinction does not turn permanent residence into TN citizenship eligibility or resolve travel-document requirements. Identify which document is expired and which process the applicant intends to use instead of treating all expiry dates as one issue. Arrange documents in the order of the decision: source record, translation where required, transaction or employment proof, and a short explanation of any discrepancy. Preserve original dates and names. A later summary cannot quietly repair a missing link, and a private expectation cannot replace an official or contemporaneous record.

Keep the professional offer on its own evidence

A qualifying citizenship record still leaves the USMCA-listed profession, that profession’s own degree, licence or experience rule, duties and employment arrangement to assess. U.S. self-employment is not permitted. A Canadian citizen may seek TN admission at a port of entry without a visa stamp, or the employer may file Form I-129; TD dependants may study but may not work. If another route is considered, apply its own conditions rather than presenting Canadian residence as general U.S. work permission. Sequence commitments only after the governing condition and decisive records are identified. Review material changes before relying on an earlier plan, and keep government charges, private advice, business spending, and travel costs distinct. The careful choice is often to obtain one missing document before making a commitment that the record cannot support.
